When some MLAs pointed out that the Delhi government has decided to allow the vehicles to ply on alternate days depending on whether the last digit of their number plate is even or odd, the minister said, "The local trains in Mumbai are already overcrowded."The minister also said it was not feasible to implement the odd-even formula in Mumbai. "Besides motor vehicles, mushrooming constructions in the metropolis were also contributing to high air pollution," Mr Kadam said.
Though Mr Kadam admitted that 50 lakh vehicles plying on Mumbai roads every day are one of the major causes of air pollution in the city, he said the existing public transport in Mumbai is not enough to carry the load if private cars are allowed to ply only on alternate days.Replying to a calling attention motion on the issue of high level of air pollution in the city, Mr Kadam said that out of the 50 lakh vehicles plying in Mumbai, more than 10 per cent violate pollution norms. However, the inspection of 22,000 vehicles out of the 50 lakh is too few. The government has decided to increase the vehicle inspection and take appropriate action against the violators.
